Yes, that is the design case. Everything including PDF generation runs on the device, and nothing waits for a connection.

Can I assign a finding to a subcontractor?

You record the responsible person by name and set a due date. Fenwix today is a single-user tool: the record tracks who is responsible. It does not send notifications.

Can the client verify my report?

The report carries a stable number, a revision and a QR verified against the source record on the device that holds it. The shown values can be compared against the paper in hand.
